Legislative Update (5/24/2019)

Senate Bill 11

We have one more opportunity to ?fix? SB 11 before the session ends on Monday. PLEASE CALL AND EMAIL. We need to act very quickly. The Senate did not concur with House changes so the bill is now in Conference Committee. Our goal is to get the conferees to accept the Senate version and put the School Counselor Loan Repayment Program back into the bill.

WHAT HAPPENED THIS WEEK

HB 1501 ? Sunset bill for behavioral health licensing boards, creating the Texas Behavioral Health Executive Council is on the Governor?s desk. Great job!

HB 3 ? School Finance Reform Bill. House and Senate Conferees finished their work and announced a deal at the news conference with the Governor, Lt. Governor and Speaker. Hints that school counselors as well as classroom teachers, librarians and nurses will see salary increases. No details available yet. Conference committee report must be published by Saturday. 

SB 11 ? School Safety Bill. House made significant changes to the bill, including removing the School Counselor Loan Repayment Program and adding multiple references to suicide prevention and postvention. Senate did not concur. Bill is in conference committee (see action alert above). The Conference committee report must be published by Saturday. 

SB 426 ? School Counselor Time Bill. This bill was not placed on a House calendar for consideration by the House by Wednesday?s deadline.
